Phase 1 of EPCS setup is identity proofing the prescriber. Each provider who intends to electronically prescribe controlled substances must complete the identity proofing process, which is the process of confirming that you are the person you claim to be. Authentication credentials used to sign controlled substance prescriptions are only issued to prescribers whose identities have been verified. To set up a electronic prescribing of controlled substances (EPCS) provider, you must complete the following:
Register for Identity Proofing

- Navigate to the e-RX IDP EPCS Setup page.
- Click Setup.
- You will be navigated to the NewCrop EPCS page.
- All EPCS-related activity occurs on this page.
New NewCrop Prescribers

- If you have never logged into NewCrop, you are first navigated to the NewCrop welcome page before the Identity Proofing page.

- Scroll to the bottom of the page.
- Click Continue.
- Proceed to the procedure for existing prescribers.
Existing NewCrop Prescribers

- Complete the mandatory fields.
- Note: You must use a different email address for each prescriber. No shared email addresses are allowed.
- Click Save.

- A message displays stating that identity proofing registration was successful.
- Check your email and follow the email instructions to complete the identity proofing process.

- To complete identity proofing registration, you must create your Universal Identity Services (UIS) account and your Universal ID.
- Click the hyperlink.
Create Universal ID Account

- You are navigated to Verizon’s Universal Identity Services (VUIS) Universal ID User Profile Set Up page.
- You are prompted to accept Verizon’s end user agreement.
- To accept the end user agreement, select the By checking this box I agree to the terms as stated above checkbox and then click Accept and Continue.

- Step 1 is to enter the contact information.
- Complete the mandatory fields (indicated by red asterisks).
- Enter the desired mobile number to verify your identity whenever you log in to the system. Note: If you want to receive a text message, you must enter a mobile number.
- Click Next.

- Step 2 is to enter the healthcare information.
- Select the License Type.
- Enter the License Number and issuing state.
- Enter the DEA License.
- Click Next.

- Step 3 is to create your username and password.
- Enter a username (or select from one of the suggested options).
- Enter a password and confirm the same password.
- Enter a four-digit PIN.
- Click Next.

- Step 5 is to verify your contacts.
- When you begin to e-prescribe, you can choose to receive authentication messages via email, phone, or text, or use the Verizon app on your mobile device or computer. The quickest methods are the Verizon app or text message.
- Select the checkbox corresponding to the phone number you want to verify. We are using a mobile number in our example.

- Review the confirmation message.
- To confirm the phone number, click Yes.
- A text message with a six-digit one-time passcode is sent to your mobile phone.

- You have the option to download the Verizon application for authentication on your mobile device or computer. To download the app, click Setup and follow the screen instructions.
- Click Next.

- Step 6 is to verify your identity.
- Enter the last four digits of your social security number.
- Select the month and year of your date of birth.
- Click Next. You have two minutes to answer five personal questions.

- Step 7 is for UIS to request a SAFE-BioPharma certificate for your digital credential, allowing you electronically use a digital signature.
- To view the certificate information, click View Certificate.

- You have successfully created your account with UIS.
- Instructions are provided to increase your assurance level. This information is also emailed.
- You cannot complete the identity proofing and access control processes until your vetting assurance level is set to high.
- You can move on to phase 2 of EPCS setup – selecting the two EPCS administrators.
